Neither of the two. Rather a sweet combination of the two. The leader has spent enough time in jail to learn and gain wisdom – something that MNS did not learn from his years in a luxurious exile. Anyway, they had let off a calculated arrow hoping it would land a bull's eye in which case it would have been pure tyranny, and in case it did not find the eye, then unadulterated incapability. Simple. IN the latter case, they will simply claim it to be an error and blame it on incompetent advisors – some head may even roll. What we in angrezi call hit and trial !!!!
