why remove the problem or catch the criminal, when it's so much easier to just eliminate the victim. Works even better if the oppressed is a woman and the oppressor is a man (same as the law maker, law enforcer, etc.)
"PESHAWAR: The district administration has barred women from living alone in rented houses and flats owing to the rising incidents of murder of women in the provincial capital. The property dealers and owners of housing units have been asked to strictly adhere to the orders failing which a strict action will be taken against them. The new orders were issued after the murder of 26 women in 2009 and in the first month of the current year. They were all living alone in rented houses and flats situated in different parts of the provincial metropolis. According to the statistics, six women were killed in Shanwari Sarai, five in Hayatabad and five in other areas of the city."
